Prohibited and Restricted Listings Policy

This Policy defines what may not be listed, offered or transacted on the Civentia marketplace, which categories require prior evidence or approval, and how these rules are enforced. It forms part of the Terms of Service and applies to every Vendor, Listing, Tender and Order.

Purpose and scope

This Policy sets the content and conduct boundaries of the Civentia marketplace operated by Civentia Pte. Ltd.. It applies to all Listings of services and goods, to Tender/RFQ postings and bids, and to Orders concluded through the Service. It supplements the Terms of Service (in particular the compliance and acceptable-use sections) and the IP Protection and Notice-and-Takedown Policy; where rules conflict, mandatory law prevails and the stricter rule otherwise applies.

Civentia is a business-to-business marketplace for industrial services and related goods. Listings outside the published industrial service lines — testing and inspection, equipment rental, industrial parts and equipment supply, regulatory-compliance consulting, calibration and metrology, industrial maintenance, and laboratory testing — are not permitted unless we have given prior written approval.

General listing standards

  • Every Listing must be lawful, accurate and complete, and must describe a genuine service or product the Vendor is able and entitled to deliver.
  • The Vendor must hold — and on request must evidence — every licence, accreditation, certification or approval required to offer the Listing (for example laboratory accreditation for testing services).
  • Prices, certifications, applicable test standards, conformity marks and country of origin must be stated truthfully; certification claims must be genuine and verifiable.
  • A Listing may not be used to move the transaction, or any payment for it, off the platform.

Prohibited listings

The following may not be listed, offered, requested through a Tender, or transacted on the platform, in each case anywhere in the world:

  • goods or services that are unlawful under applicable law, including the law of Singapore and of the jurisdictions where the Vendor or the Client is located;
  • counterfeit, replica or otherwise infringing goods, and goods or services that infringe any third party's intellectual-property rights (see the IP Protection and Notice-and-Takedown Policy);
  • weapons, ammunition, explosives, military, paramilitary or police equipment, and related design, testing or maintenance services;
  • goods, software or technology for which an export, transfer or brokering licence is required (for example under the Strategic Goods (Control) Act 2002 of Singapore, the EU dual-use regulation or the U.S. Export Administration Regulations) but has not been obtained;
  • goods or services originating from, destined for, or involving parties located in a comprehensively sanctioned country or region, and any Listing involving a person or entity designated under Sanctions (as defined in the Terms);
  • goods or services designed or marketed to circumvent Sanctions, export controls, or customs or tax law;
  • hazardous materials, chemicals, radioactive materials or dangerous goods without the certifications, classifications and transport clearances required for their lawful handling;
  • services for which the Vendor lacks a mandatory licence or accreditation — including inspection, testing or certification services offered without the legally required authorisation;
  • financial, payment, money-lending, investment, insurance or custodial services of any kind, and any Listing whose purpose is to move value rather than to trade in genuine goods or services;
  • products recalled by a manufacturer or a regulator, and industrial equipment whose use is prohibited by a competent safety authority;
  • adult, gambling or other content or services outside the platform's industrial business-to-business scope;
  • any other goods or services that we reasonably determine expose users, the platform or the Payment Provider to unacceptable legal, safety or reputational risk.

Restricted categories — prior evidence and approval

The following categories may be listed only after the Vendor has submitted the required evidence through the onboarding or listing flow and, where stated, obtained our written approval. We may re-verify at any time and may withdraw approval if the evidence lapses:

  • Licensed controlled items. Export-controlled or dual-use goods, software or technology for which the Vendor holds a valid licence: the licence or authorisation reference must be recorded on the Listing and shown to us on request;
  • Safety-critical equipment and services. Pressure equipment, lifting equipment, safety valves and similar safety-critical items, and their inspection, testing or calibration: the applicable conformity certificates (for example ASME, PED or national equivalents) and the qualifications of the performing personnel must be on file;
  • Accredited professional services. Services whose marketing references accreditation (for example SAC-SINGLAS or ISO/IEC 17025): the accreditation scope and certificate number must be stated in the Listing;
  • Dangerous-goods services. Services involving hazardous materials or dangerous goods (for example transport, storage or disposal): the licences and safety documentation required by the applicable regulator must be on file;
  • Used or refurbished industrial equipment. The condition, prior use and any inspection reports must be disclosed in the Listing;
  • Cross-border listings involving heightened-review jurisdictions. Listings involving delivery to or from jurisdictions subject to partial Sanctions or heightened export-control review may undergo enhanced due diligence and manual approval before publication or settlement.

Origin, destination and Sanctions

Each Vendor must state the country of origin of listed goods truthfully and must not route, re-label or re-document goods or services to disguise their origin or destination. We screen participants and transactions — directly and through the Payment Provider — against applicable Sanctions lists, including the lists administered by the United Nations, Singapore (MAS), the United States (OFAC), the European Union and the United Kingdom. We will decline, block or report prohibited activity, and the Payment Provider may block or reject the related payment. We may restrict access to the platform from comprehensively sanctioned jurisdictions, including by network-level measures.

Enforcement

  • We may pre-screen, review, delist or refuse to publish any Listing, and may remove content that breaches this Policy — without prior notice where urgent action is required;
  • We may suspend or terminate accounts that breach this Policy repeatedly or seriously, and may disqualify the affected Tenders, bids or Orders;
  • Where a Listing or Order is removed or suspended for policy or compliance reasons, the related settlement may be withheld, reversed or refused by the Payment Provider under its own rules;
  • Where required by law, we report conduct to the competent authorities — in Singapore including the Suspicious Transaction Reporting Office (STRO) — and preserve the relevant records;
  • Enforcement measures are operational risk controls; they do not determine any party's legal rights, which remain governed by the Terms and applicable law.

Reporting a listing

Anyone may report a Listing, Tender or review that appears to breach this Policy by emailing [email protected] with the subject "Listing report", the URL of the content and the grounds for the report. We acknowledge properly formed reports within two (2) Business Days and investigate them; where a report is substantiated we take enforcement action under this Policy. We may decline to act on anonymous, abusive or bad-faith reports.

Changes to this Policy

We may update this Policy from time to time in line with law, regulation and payment-industry practice. Material changes will be notified at least thirty (30) days before they take effect, by in-product message, email or sign-in prompt, and the current version with its effective date is always available on this page. Changes do not apply retroactively to Orders already concluded.
